Kate Honey

Kate has spent a decade working in the road safety sector and has fifteen years of experience in the public sector. Passionate about road safety, Kate brings a wealth of experience in working with policy makers on some of the biggest challenges facing road safety in the past ten years.

Kate started her career in the Welsh Assembly and UK Parliament where, amongst other things, she worked on road safety legislation that contributed to the 2016 review of road safety sentencing. She has worked for the Parliamentary Advisory Council for Transport Safety (PACTS) and National Highways, with papers published on several areas including drink driving and road suicide in the UK.

More recently, Kate has spent a number of years working in Whitehall. Firstly, as Enforcement Legislation Policy Lead at the Department for Transport (DfT) working with the Centre for Connected and Autonomous Vehicles (CCAV) on connected and autonomous vehicle technology legislation. More recently, as Head of Roads Policing Review Research and Policy at the Department for Transport, working with the Home Office on the national Roads Policing Review.

In 2025, Kate founded KLH Partners – an independent expert consultancy committed to bringing the sector together on important road safety issues. KLH works with organisations to break down communication barriers and build partnerships between the public and private sector, driving forward the road safety agenda across different platforms.

Kate is a Fellow of the Chartered Institution of Highways and Transportation.
